Call for papers: Numéro Spécial "Concurrence" (Revue Economique)

La Revue Economique souhaite consacrer un numéro spécial aux avancées récentes sur les questions de concurrence, de régulation et politiques de concurrence. Il s'agira de montrer comment ces questions se sont enrichies par le croisement de différents champs économiques et approches méthodologiques (économie du droit, économie des contrats, économie de l'innovation, économie du numérique, économie expérimentale, économie géographique, ...). Ce numéro est coordonné par Thierry Pénard et Jean-Philippe Tropéano et souhaite accueuillir des contributions originales (en anglais ou en français) de nature théorique et empirique. Un résumé du projet (2 pages maximum) doit être envoyé avant le 31 mai 2014 à thierry.penard@univ-rennes1.fr et jean-philippe.tropeano@univ-paris1.fr.

Recrutement EDHEC : Senior Research Engineer - Infrastructure Investment

To strengthen its infrastructure investment research team and develop its industry outreach activities, EDHEC Risk Institute–Asia is looking for a Senior Research Engineer. 

The Senior Research Engineer will be responsible for contributing to research projects and/or managing and carrying out applied research projects. Michael Klien, 2014 - The political side of public utilities: How opportunistic behaviour and yardstick competition shape water prices in Austria, Papers in Regional Science, forthcoming.

Abstract: This paper studies the effect of politics on water prices in Austria. When public utilities are under political control, price setting may be affected by political incentives. Besides theories like the political budget cycle, more current research stresses the role of spatial interactions between jurisdictions (yardstick competition). The paper tests for both local political determinants and yardstick competition using a spatial lag model. The results suggest that water prices are lower when political competition is strong and before elections. At the same time the magnitude of the political budget cycle appears to depend upon neighbouring jurisdictions, thus confirming yardstick competition as an indirect determinant of water prices.

Note : Renégocier pour durer ? Une analyse empirique des renégociations dans les contrats de parking

Une nouvelle note, associée à un working paper de la Chaire EPPP, est disponible ici.

Dans cette étude, les auteurs cherchent à comprendre dans quelle mesure les renégociations sont néfastes ou non à l'une ou l'autre des parties au contrat. Pour cela, les renégociations sont mises en relation avec la volonté des parties contractantes à continuer de coopérer en renouvelant ou non la relation contractuelle lorsqu'elle arrive à son terme.

Abstract: The objective of this communication is to propose a modelling of the determination of the need of public financing which formalizes these two effects and allows analyzing the conditions under which the PPP would be advantageous for the public finances.

We propose for that a model of the mechanism of financing of the projects with a restricted number of parameters. This modelling will be confronted with real French cases of projects of toll highways in order to verify the relevance of the model and to determine the actual range of these parameters and their dispersal. An analysis will finally be proposed, according to the intrinsic profitability of the projects, the conditions under which a PPP can relieve the public spending.

This conclusion joins many other authors in arguing against a systematic choice of one or other solution and suggesting rather that the most appropriate solution will depend on the circumstances of each case. The original contribution of this communication consists of an original formalization and of econometric estimations of these circumstances.
